2021 Public Collective Bargaining Agreement Framework Protocol was signed


The process of public workers' collective bargaining agreement negotiations, which started with the visit of the delegations of the Confederation of Turkish Trade Unions (Türk-İş) and the Confederation of Turkish Rights Trade Unions (Hak-İş) to our Minister Vedat Bilgin on May 31, 2021, ended with a consensus.

The demands of the confederations regarding the 2021 Public Collective Bargaining Agreement Framework Protocol were evaluated by the Turkish Heavy Industry and Service Sector Public Employers' Union (TÜHİS), which represents the government and public employers. Negotiations were held between the government, TÜHİS and labor union confederations on the proposals prepared by considering these demands. Upon the agreement of the parties on the financial and social rights of workers in public institutions and organizations, the 2021 Public Collective Bargaining Agreement Framework Protocol was signed with a ceremony held at TÜRK-İŞ Headquarters on August 11, 2021.

At the ceremony, it was shared with the public that the base wage of the workers in the public sector was increased to 4,100 TL, and the wages were increased by 12% for the first 6 months of the 2021-2022 period, and by 5% plus the inflation difference for the other 6 months. Our Minister, Vedat Bilgin, said, “With the historical reconciliation we reached with our trade unions, the base wage has been determined as 4,100 TL, with the highest hike ever given for our lowest-paid public workers. With the increase in addition to this significant increase, the total hike has reached a historical rate of 34%.”

With the framework protocol, an increase of 1,217 TL was achieved in the salaries of the workers with the lowest wages in the public sector. The service increase, which was held for the first time in the public sector, will be reflected in the figures at a rate of approximately 3%.
