Our Duties

Duties of the Directorate General for Foreign Relations and European Union: 

a) to perform the necessary works for the protection and promotion of the rights and interests of Turkish citizens living abroad, those who have renounced their Turkish citizenship except in cases of loss, and persons within the scope of Article 28 of the Turkish Citizenship Law No. 5901 dated 29/5/2009, in labour, social security and social services arising from foreign country legislation and international legislation.

b) to conduct work and operations related to the employment of Turkish workforce abroad,

c) to coordinate the social security agreements to be concluded with foreign countries and their amendments, to prepare and conduct negotiations and to make amendments on bilateral and multilateral international agreements on other issues falling within the Ministry’s field of responsibility and to ensure coordination between the Ministry and its affiliated and related institutions in this regard,

ç) to maintain relations with international organizations operating on issues falling within the Ministry’s field of responsibility and to conduct work and operations arising from membership,

d) to organize the Ministry's personnel cadre abroad, to manage and inspect the personnel serving in these positions,

e) to coordinate the foreign operations to be carried out by the Ministry and its affiliated and related institutions and to ensure their coordination in relations with other countries and international institutions and organizations, to carry out international publicity events and informative activities and protocol affairs concerning the Ministry’s field of duty,

f) to follow and report on foreign literature, legislation and practices in the fields of working life and social security,

g) to ensure the preparation, coordination, execution and control of the projects and programmes carried out by the Ministry with the European Union, foreign countries and international organisations in the field of human resources development,

ğ) to carry out relations and ensure coordination with international institutions and organisations in line with the objectives envisaged in the development plans and annual programmes in matters falling within the field of duty and activity of the Ministry,

h) to carry out the necessary studies aimed at determining the policies to be implemented in the short, medium and long term regarding the fields of duty of the Ministry, in line with the policies determined by the President of the Republic in terms of European Union; to ensure that necessary measures are taken regarding the implementation of these issues and to prepare proposals,

ı) to carry out the programme, budget and implementation of externally funded projects in the field of activity of the Ministry, in line with the EU programmes and the financial support provided by the EU,

i) to prepare and implement operational programmes and to coordinate the implementation of funds within the framework of the relevant legislation, the European Union acquis and international agreements; to coordinate the implementation of structural funds; to make the necessary preparations to utilize structural funds,

j) to carry out studies and researches on European Union legislation and practices in relation to mandate of the Ministry,

k) to select, prioritise and prioritise the projects in relation to the projects and activities to be supported; to make tenders and contracts and to ensure their execution; to make necessary payments and to keep accounting; to carry out tasks regarding the control, monitoring and evaluation of these duties,

l) to carry out other duties assigned by the Minister and Senior Executives.
