Announcement on Work Permits and Work Permit Exemptions for Foreign Press Members

In the Additional Article 4 of the "Law on the Amendment of the Press Law and Certain Laws", which was published in the Official Gazette dated 18/10/2022 and numbered 31987, the conditions sought for foreign media members who can obtain a press card are regulated and in clause (b) of the relevant article, the phrase "having work permits in accordance with the International Labor Law dated 28/7/2016 and numbered 6735" is included. Based on the changes made; Foreign members of the press who come to our country for permanent or temporary duty must obtain a work permit or work permit exemption in order to work in our country .

Applications of foreign national press members working under a legal entity established in Türkiye are evaluated within the scope of “Work Permit”. In order to apply for a work permit, an application can be made for a foreign national press member who wants to be employed at http://www.calismaizni.gov.tr/. Work permit application for foreigners who will work on their own behalf and account is made by themselves; for foreigners who will be dependent on an employer is made by the foreigner's employer; they can also made by authorized e-declaration officials.

According to fifth paragraph of the Article 53 titled "Other matters related to the work permit exemption" of the International Labor Law Implementation Regulation published in the Official Gazette dated 2/2/2022 and numbered 31738, it is regulated that Our General Directorate is authorized to make additional work permit exemption regulations on a temporary basis and to publish these regulations on the official website.

In addition to the work permit exemptions regulated in Article 48 of the aforementioned Regulation, titled "Foreigners to be exempted from work permit", for foreigners  who come to Türkiye as an employee of a legal entity established abroad or who have a workplace established abroad and who come to Türkiye for news purposes within the scope of a temporary or permanent press card, it has been decided that members of the press will be considered within the scope of work permit exemption for applications made until 01.01.2025 during their duty or job.

Note:   Press members who are accredited for 2023 are required to apply to the Ministry of Labor and Social Security in order to obtain a work permit or work permit exemption certificate, even if they have received their press cards .
