Exemption Types
Article 48 titled "Exemptions"of the Regulation on Implementation of the Law on International Labour Force No. 6735, states the situations in which foreigners will be exempt from work permits. This shall be ensured without prejudice to the provisions set out in specified laws and provided that the foreigner and the employer fulfill their obligations arising from other laws.

In case their service/employment period exceeds one month, foreign architects, engineers and urban planners who are within the scope of professional services and are subject to exemption provisions, are required to complete their academic and professional qualifications, obtain a work permit from the Ministry, become a temporary member of the relevant professional organization and comply with the practices of national institutions and organizations.
Work permit exemption is issued for the period requested by the foreigner, provided that it does not exceed the time limits determined within the scope of the first paragraph of Article 48. Work permit exemption is issued separately for each foreigner, for a period sixty days shorter than the validity period of the foreigner's passport or documents considered as substitutes.
If the work within the scope of work permit exemption will exceed the exemption periods stipulated in the first paragraph of Article 48, it is mandatory to obtain a work permit from the Ministry. The work permit exemption card provides the foreigner with the opportunity to enter and exit the country multiple times within the periods stipulated in the first paragraph of Article 48.
It is mandatory to fulfill social security-related obligations for foreigners who will benefit from exemption provisions.
Work permit exemption is valid during the permit periods and loses its validity when these periods expire or are terminated or canceled by the Directorate General.
For foreigners who have been granted a work permit exemption within the scope of Article 48, a new application cannot be made within the scope of the same exemption unless a period of six months has passed from the date of issuance of the work permit exemption when the exemption concerns clauses (b) and (c) of the first paragraph, and a period of twelve months has passed for work permit exemptions concerning other clauses.
