He was born in Ankara in 1977. He completed his primary, secondary and high school education at Ankara Private Yükseliş College between 1983-1995. He graduated from Ankara University, Faculty of Political Sciences, Department of Labor Economics and Industrial Relations in 2000. In the same year, he started his master's degree at Ankara University Social Sciences Institute, Department of Labor Economics and Industrial Relations, and graduated in 2003 with his thesis titled "The Effect of Privatization on Wages and Employment in Turkey". He continues his doctoral studies at Ankara University, Institute of Social Sciences, Department of Labor Economics and Industrial Relations, with the thesis titled "The Effect of Foreigners Working in Turkey on the Labor Market".

He started his career as a trainee financial advisor in the private sector in 2003. Tümer, who was appointed as an Assistant Labor Expert to the General Directorate of Labor of the Ministry of Labor and Social Security in 2005, became a Labor Expert in 2008 with the acceptance of his thesis titled "Collective Labor Disputes in Industrial Relations and Solution Proposals". In 2007, at the Central Finance and Contracts Unit; In 2010, he was temporarily assigned to the TRNC Aid Committee. In 2016, he was appointed as Expert Rapporteur to the High Arbitration Board. He has been working as Head of Department at the General Directorate of International Labor Force since 2017.
