She was born in 1977 in Ankara. She completed her primary, secondary, and high school education in Ankara. She graduated from Gazi University’s Faculty of Science and Literature with a degree in Statistics in 1998. In the same years, she received her pedagogical training from the Faculty of Education of Gazi University.

From 1999 to 2002, Kutlu worked at Türkiye Halk Bankası in the Beypazarı and Central Branches. In 2002, she joined the Ministry of Labour and Social Security as a civil servant in the Department of Statistics. From 2010 to 2018, she held the position of Statistician in the Directorate General of Labour. Since 2018, she has served as Branch Coordinator and Branch Manager in the Department of Sectoral Work Permits of the Directorate General of International Labour Force.

In October 2023, Kutlu was appointed as the Head of the Sectoral Work Permits II Department in the Directorate General of International Labour Force, where she currently serves.

Kutlu is married and has two children.
