He was born in 1985 in Yozgat . He completed his high school education at Çorum Anatolian Teacher High School. He graduated from Marmara University’s Faculty of Economics and Administrative Sciences, Department of Political Science and International Relations (English) in 2009. In 2021, he received a Master's Degree from Graduate School of Migration Management of Ankara Hacı Bayram Veli University, where he completed his thesis entitled Evaluation of Right to Work of Foreigners Who Are in the Scope of Forced Migration in Türkiye".

He began his professional career in 2011 when he was appointed as an Assistant Labour Expert at the Directorate General of Labour at the Ministry of Labour and Social Security. In 2014, he obtained the title of Labour Expert after completing his thesis on "The Effects of Foreign Labour Migration on Labour Markets".

Since 2014, Aydoğmuş has been actively involved in various areas such as drafting the International Labour Force Law and its secondary legislation, preparing and submitting legal opinions on foreigners’ work permits legislation, contributing to development of labour policies, drafting and amending international agreements on migration and labour migration, participating in related negotiations, and advancing automation systems such as the e-İzin Work Permit System. He has participated in numerous trainings, conferences, negotiations, and meetings both nationally and internationally.

In October 2023, Aydoğmuş was appointed as the Head of the Legislation and International Agreements Department at the Directorate General of International Labour Force, where he currently serves.

Aydoğmuş is proficient in English and has one child.
