He was born in 1993 in Istanbul. He completed his elementary and high school education in İstanbul. He graduated with high honors from Middle East Technical University’s Faculty of Economics and Administrative Sciences, Department of Political Science and Public Administration in 2016. In the same years, he pursued a minor program in Business Administration. He is currently pursuing his Master’s degree in Political Science and Public Administration at Middle East Technical University’s Graduate School of Social Sciences.

Karaahmetoğlu started his career in 2016 as an Assistant Expert in the banking sector. In 2017, he joined the Ministry of Labour and Social Security as an Assistant Labour Expert in the Directorate General of International Labour Force. In 2020, he became a Labour Expert after completing his thesis entitled "Evaluation of International Labour Force and Work Permits in the Free Zones of Türkiye".

Within the Directorate General of International Labour Force, he has worked in a number of areas, including policy development, project management, liaison with international organizations, data analysis, system design, and digitization processes. He has participated in numerous workshops, meetings, and conferences on labour mobility and migration.

In October 2023, Karaahmetoğlu was appointed as the Head of International Labour Force Policies and Researches Department, where he currently serves.

Karaahmetoğlu, who speaks advanced English and intermediate Arabic, is married and has a child.
