Biography
He was born in 1985 in İzmir. He completed his primary, secondary, and high school education in İzmir. He graduated from the Faculty of Economics and Administrative Sciences of Gazi University with a degree in International Relations in 2008. In 2020, he received a Master's degree from the Graduate School of Hacı Bayram Veli University, where he completed his thesis entitled "Skilled Labour Migration and Development Policies: A Comparative Analysis”.
He started his career in 2010 as an Assistant National Property Expert at the Directorate General of National Property of the Ministry of Finance. Later that year, he joined the Ministry of Labour and Social Security as an Assistant Labour Expert within the Directorate General of Labour. In 2014, he became a Labour Expert with the approval of his thesis entitled "A Comparative Analysis of Foreigners’ Work Permits Legislation: Case Studies of the UK and Germany".
Since 2012, he has coordinated the Direct Foreign Investments Branch within the Department of Foreigners’ Work Permits under the Directorate General of Labour. He has been actively involved in studies on labour migration and represented the Ministry at the Global Forum on Migration and Development in 2015 during the chairmanship Türkiye. He also contributed significantly to the preparation of the International Labour Force Law, which was enacted in 2016.
In October 2023, Doğan was appointed as the Head of the Department of Qualified Labour Force and Investments at the Directorate General of International Labour Force, where he currently serves.
He is married and has two children, and is proficient in English.
